This is done by a machine that stretches the polypropylene film, which is stretch in both directions, hence its name Biaxially-Oriented Polypropylene (BOPP).

Due to difficulties in manufacturing plastic, a variance of + or - 3% - 5% in the length and width of the plastic is acceptable
